Housing Programs 234, 235, 236, and 255
Division Description The Housing Division provides implementation of the Inclusionary Housing Ordinance (IHO) policy, coordination of new affordable housing development, implementation of the Housing Element, management of the City’s Regional Housing Needs Allocation (RHNA) efforts, and implementation of the 5 Year Community Plan to End Homelessness. Additionally, the Housing Team facilitates various local housing related services and programs to help the most vulnerable in our Community while improving the quality of life for all residents. For example, in coordination with the Morgan Hill Police Department and the Faith Based Community, the team facilitates a “safe parking” program for people living in their cars. Also, working with Destination Home, sought out a grant for the creation of a new position, a Morgan Hill Unhoused Specialist, to help identify, evaluate and support Morgan Hill’s unhoused residents. Additionally, the grant is intended to support staff’s capacity to facilitate Extremely Low-Income (ELI) units. Working with the County, the City continues a Homeless Prevention Strategy as it shares funding for a rapid re housing (rental assistance) program focused on Morgan Hill Unified School District (MHUSD) families experiencing homelessness or living in temporary housing. The Division’s activities are augmented with contract services from “Housekeys” for the administration of the Below Market Rate Ownership and Rental Program. Currently, the Housing Division consists of three full time teammates, a Housing Director, a Housing Coordinator, and an Unhoused Specialist. Fund 234 Mobile Home Rent Commission (MHRC) The Mobile Home Rent Stabilization Ordinance has been enacted to encourage stability in rent increases while respecting the rights of owners and tenants. Funds are collected from an annual fee charged to mobile home park owners with month-to-month rental spaces affected by the City’s Mobile Home Rent Ordinance (Municipal Code Chapter 5.36). The Municipal Code allows the City to assess mobile home parks and homeowners to cover the cost of the operations of the MHRC (5.36.380). An ad hoc committee of the Planning Commission is put in place when a petition is received for a rent increase, as needed. Article II “Rental Dispute Hearing Process” of Chapter 5.36 of the MHMC identifies that a hearing is required if the owner of the mobile home park seeks to increase rent in excess of the provisions of Chapter 5.36. A hearing may not be needed unless it is requested by the tenants, or it falls under section 5.36.050 in which specified rent increases are also subject to review under the hearing process. Because the City has not received a complaint in more than 10 years, no assessment has been recently made. Approximately $52,000 remains in the fund.
