It is important to recognize that the Political Reform Act requires a candidate or a candidate's controlled committee to be identified as the sender of various campaign communications (e.g., contribution solicitations and mass mailings). Although provision 9 suggests that the candidate may not be required to identify themselves as the sender of campaign advertising, the Political Reform Act requires this identification. Additional details can be found in Chapter Three of Campaign Disclosure Manual 2.
