The budget message explains principal budget issues against the background of financial experi- ence in recent years and presents recommendations made. CAFR Comprehensive Annual financial Report - A financial report on assets, liabilities, revenues and expenditures in a stan- dardized format that must conform to the Government Accounting Standards Board (GASB) accounting and financial reporting standards. This financial report is called the Comprehensive Annual Financial Report (CAFR, pronounced “ka- fer”). The CAFR describes what actually was spent and the status of assets and liabilities at the end of the fiscal year. CAL FIRE The City of Morgan Hill contracts with the California Department of Forestry and Fire Protection (CAL FIRE) to provide the following services:  Emergency Medical Services  Fire Prevention  Fire Suppression CalPERS California Public Employees Retirement System provides retirement, health, and related financial programs and bene- fits to 1.5 million public employees, retirees, and their families and more than 2,500 public employers. Capital Asset Assets of significant value and having a useful life of more than one year. Capital assets are also called fixed assets. Capital Budget A plan of proposed capital expenditures and the means of financing them. Capital Outlay Expenditures exceeding $3,000 for the acquisition of capital assets. Includes the cost of land, buildings, permanent improvements, machinery, large tools and rolling and stationary equipment. Capital Project Fund Used to account for financial resources used for the acquisition or construction of major capital facilities (other than those financed by Enterprise and Internal Service Funds).
