Division Description The Field Operations Division is guided by the department’s vision to be the Department of Choice created in partnership with the Community, City Council and City Staff. The vision consists of three outcomes: Enhance Our Culture, Strengthen Trust and Confidence in the Police Department and Reduce Incidents of Crime and Traffic Collisions. Our outcomes are accomplished through partnerships with our community, data-driven deployment and proactive police work. The Field Operations Division consists of 29 sworn officers. The civilian component of the division consists of three Multi-Service Officers (MSO) and an Animal Services Officer (ASO). MSOs are responsible for taking police reports, providing vehicle abatement, jail management and other duties as assigned. The ASO is responsible for the enforcement of animal control provisions mandated by state law and local ordinance, and for administering animal licensing for the City of Morgan Hill. In addition to patrol duties, Police Officers have collateral duties such as field training officer (FTO), bicycle officer, motorcycle officers, special weapons and tactics team (SWAT), hostage negotiations (HNT), peer support, K-9 officer, crime scene investigator (CSI), Volunteer in Policing staff (VIP), community police academy instructor, special event assignments and certified Police Officer Standards and Training (POST) instructors. The Reserve Officer Program in this division consists of paid part-time employees who are trained to augment regular patrol activities as a solo officer or as a second officer in a vehicle. FY 2018-19 and 2019-20 Accomplishments Purchased Public Safety Command Vehicle with grant funding (Ongoing Council Priorities: Enhancing Public Safety; 2019 Council Strategic Priorities: Advancing Regional Initiatives Affirmed succession planning and organizational diversity efforts by filling 7 of 15 positions through internal candidates and increased representation in one under-represented area by 100%: (Ongoing Council Priorities: Enhancing Public Safety) Expanded Mobizent eCite-electronic citations platform to improve efficiencies and environmental footprint (Ongoing Council Priorities: Protecting the Environment) Launched “Department of Choice” initiative placing an emphasis on teammate satisfaction and external customer focus (Ongoing Council Priorities: Enhancing Public Safety) Interrupted Crime Trends by deploying resources to hot spots identified through an analysis of crime data (Ongoing Council Priorities: Enhancing Public Safety) Partnered with Mental Health Staff to address chronic clients in need of resources (Ongoing Council Priorities: Enhancing Public Safety/Supporting Our Youth, Seniors and Entire Community) Partnered with City, County and faith-based organizations to apply best practices for Homeless population (Ongoing Council Priorities: Enhancing Public Safety/Supporting Our Youth, Seniors and Entire Community)
