Division Description Building Division reviews construction plans, issues permits, and provides field inspections for all construction and property development activities to ensure compliance with mandated regulations. In addition to issuing building permits, the Building Division is responsible for fire prevention activities including plan review and inspections, and complaint-based Code Compliance activities, which include investigation, case maintenance, case resolution, annexation inspections, business license reviews, and Certificate of Occupancy (C of O) inspections for zoning and building compliance.

FY 2018-19 and 2019-20 Accomplishments  Upgraded Building Manager position to Building Official  Reinstated Supervising Building Inspector position

 As of the beginning of the third quarter of FY 19-20, issued 3,036 permits and performed 16,883 inspections - an approximate 7% decrease in inspections over the same period in the FY 16-17 and 17-18 budget cycle  The construction valuation for the 3,036 permits issued was $231 million, a decrease of $11 million over the same period in the FY 16-17 and 17-18 budget cycle

 534 of the 3036 permits were “same day” solar permits  414 new residential units were permitted during FY 18-19  Assisted with Downtown projects:

 Four new restaurants, Opa!, Mo’s, Willard Hicks, and Tac-Oh  City Ventures finaled two of its condo buildings at its Depot Station project on Third and Depot  Issued permits for the Sunsweet project and the project is well underway  Focused on training in order to increase the City’s ISO rating. All Inspectors are now Certified Combination Inspectors in both Residential and Commercial categories. The normal procedure takes 4 years by obtaining 2 individual certifications per year – the Building Division achieved 10 individual certifications and 23 hours of testing in a single year. Efforts to increase training for all inspectors enabled the City to regain a point in the preliminary ISO rating of 5 to a final rating of 4.  Completed the 3-year code cycle update and adopted the 2019 Building Codes  Converted to a paperless filing system for permits and plans FY 2020-21 and 2021-22 Activity Goals  Pursue methods to reduce plan check time and increases functionality by hiring a new plan checker or obtaining additional outside consultant support (Fiscal Sustainability)  Continue to focus on staff training efforts to ensure future ISO rating increases (Fostering a Positive Organizational Culture)  Continue to improve functionality of TRAKiT for permit issuance, web-based plan review and permitting access, and inspection tracking (Fostering a Positive Organizational Culture)
