FY 2018-19 and 2019-20 Accomplishments Awarded SB2 grant for $160,000 for a Form-Based Code along the Monterey Road Corridor (November 2019). This will be the first phase of the potential development of a Specific Plan and EIR for Monterey Corridor. Completed all required ordinance changes to implement AB68 (ADUs) prior to January 1, 2020 (December 2019) Submitted a request for an expansion of the Downtown Priority Development Area (PDA) to include an extension along Monterey Road to the north and south (December 2019) Completed Monterey Road Corridor Block Level Master Plans (BLMP) for Block One and Block Four (February 2019) Processed USA Boundary Amendment request from South County Catholic High School and FY 2020-21 and 2021-22 Activity Goals Update the Housing Element for the sixth cycle planning period from 2023-2031 (Affordable Housing and Homelessness) Respond to Sixth Cycle RHNA Goals working with ABAG/MTC and County-wide Housing Collaborative initiative (Affordable Housing and Homelessness) Revise and update Circulation Element of General Plan (Fiscal Sustainability; Economic Development; Protection the Environment and Preserving Open Space and Agricultural Land; Affordable Housing and Homelessness) Revise the Safety, Services, and Infrastructure Element to address climate adaptation and resiliency strategies pursuant to SB379 (Advancing Regional Initiatives, Protecting the Environment) Incorporate Environmental Justice goals, policies and actions in conjunction with other General Plan Element updates or prepare separate Environmental Justice Element pursuant to SB1000 (Protecting the Environment) Prepare a Form-Based Code for the Monterey Road Corridor as the backbone document for the Specific Plan with funding from SB2 -$160,000 (Fiscal Sustainability; Economic Development; Affordable Housing and Homelessness) Submit application for Local Early Action Planning Grants Program for the companion infrastructure and design phase of Monterey Road Corridor Specific Plan (Fiscal Sustainability) Monitor and update as necessary the Zoning Ordinance (Preserving and Cultivating Public Trust) Complete the development of a Specific Plan for the Monterey Road Corridor and related EIR - $600,000 w/ partial grant funding (Advancing Regional Initiatives) Prepare LOS-VMT implementation modeling and policy guide for environmental assessment conversion per State CEQA mandate - $100,000 (Advancing Regional Initiatives) prepared City application to Local Agency Formation Commission (LAFCO) Completed and filed General Plan Annual Reports for FY 2017 and 2018
