Housing Programs 234, 235, 236, and 255

Division Description The Housing Division provides coordination of new affordable development, implementation of the Housing Element, management of the City’s Regional Housing Needs Allocation (RHNA) efforts and facilitates the coordination and implementation of various local housing related services and programs, internally, at the local level and in coordination with regional partners. For example, in coordination with the MH Police Department and the Faith Based Community, the team established a pilot “safe parking” program for people living in cars. Also, working with County partners, sought the creation of South County Outreach Workers to help identify, evaluate and register South County homeless for County services. Working with the County, the City also approved support for a rapid re-housing project focused upon students of MHUSD and their families, living in temporary housing. The Division’s activities are augmented with contract services from “Housekeys” for the administration of the Below Market Rate Ownership Program/private rental BMR units as well as Rebuilding Together for a small rehab grant program offering life safety and mobility renovation grants targeted for seniors and mobile homeowners. Currently, the Housing Division consists of two full time teammates, a Housing Manager and a Housing Coordinator. The Housing Division administers four Funds; they are Funds 234, 235, 236 and 255. Below is a description of each: Fund 234 - 8250 Mobile Home Rent Commission (MHRC) Funds are collected from an annual fee charged to mobile home park owners with month-to- month rental spaces affected by the City’s Mobile Home Rent Ordinance (Municipal Code Chapter 5.36). The Municipal Code allows the City to assess mobile home parks and homeowners to cover the cost of the operations of the MHRC (5.36.380). The City Council convenes an ad hoc committee of the Planning Commission whenever a petition is received for a rent increase. Because the City has not received a complaint in more than 10 years, no assessment has been recently made. Approximately $52,000 remains in the fund. Fund 235 - Senior Housing Trust This fund was established by a one-time developer contribution and is intended to be used for senior housing-related support services. Approximately $229,000 remains in the Fund. The Housing Division has contracted with the non-profit, Rebuilding Together to administer and manage a rehabilitation program funded by the Senior Housing Trust. Rebuilding Together has been providing the South County with home repair service for twenty-four years and provides a “life line” Home Repair Rehab Program for fixed income seniors in Morgan Hill. The program has also been expanded to create a mini Blight Busters program designed to assist with necessary neighborhood clean-up projects, on a limited "as-needed" basis. Given the limited resources, the Blight Busters program is targeted to projects that pose major health and safety concerns, referred to Rebuilding Together by City Housing Staff, in collaboration with Building and Code Compliance.
