conditions and this project is intended to mitigate the capacity deficiency. This project will also provide additional capacity to accommodate additional flows contributed by future developments west of Monterey Road. 3. Llagas Creek Drive- Eagle Springs toHale Avenue This project consists of replacing 1,950 feet of existing 8-inch sewer pipeline along Llagas Creek Drive from Eagle Springs Court to Hale Avenue. The 2017 Sewer System Master Plan indicated the existing 8-inch sewer pipeline is nearing maximum capacity and recommended the replacement of this pipeline to accommodate additional flows contributed by planned residential developments west of Hale Avenue. Project Justification The City's 2017 Sewer SystemMaster Plan outlines the orderly construction of sewer infrastructure intended to accommodate future growth, while maintaining adequate levels of service. In order to meet these levels of service requirements, the Master Plan recommended the replacement and upsize of the pipelines to meet the growing capacity needs of the sewer system. This increase in sewer system capacity will allow for the planned development as specified in the City's General Plan. The cost for this pipeline replacement will be met with a combination of sewer collection system rates and impact fees from new development.
