Served as City's PLAN JPA Liaison

• Represented City on the PLAN JPA Board of Directors • Worked with Leadership Team to identify and establish City's Annual Risk Management Goals • Established insurance requirements for all City contracts (including public bids, RFPs, special events, leases, vendor contracts, construction projects, maintenance agreements, etc.) • Assessed insurance compliance for all City contracts; tracked and oversaw records management through contract termination dates • Advised on insurance matters relating to various City policies and procedures • Administered PLAN JPA risk management grants and assessed training and best practices needs to prevent injury and damage claims • Served on City’s Safety Committee • Coordinated damage claims and worked with PLAN JPA claims adjuster to negotiate and resolve damage claims against the City FY 2018-19 and 2019-20 Activity Goals • Review and revise procedures for enforcing the City’s municipal codes (Enhancing Public Safety; Protecting the Environment) • Assist with the negotiation of new collective bargaining agreements (Maintaining Fiscal Responsibility; Fostering a Positive Organizational Culture) • Continue developing new ordinances and programs to protect the most vulnerable members of our community (Supporting Our Youth, Senior, and Entire Community; Enhancing Diversity and Inclusiveness) • Serve on Board of Directors for PLAN JPA (Regional Initiatives) • Process all claims and defend the City in litigation (Maintaining Fiscal Responsibility) • Communicate with Council and the community regarding High Speed Rail and advocate for measures to mitigate potential impacts (Community Engagement and Messaging, Infrastructure, Regional Initiatives) • Update and implement the City’s Retention Schedule in conjunction with Council Services and Records Management (Maintaining Fiscal Responsibility, Preserving and Cultivating Public Trust, Protecting the Environment) • Provide legal input and review on any ballot measures (Preserving and Cultivating Public Trust) • Continue to provide legal review, support, and assistance for all major projects of the City (Fostering a Positive Organizational Culture) Financial Comments he proposed budgets (general fund and all funds) include legal costs for the day-to-day operation of all City operations and for anticipated special counsel costs incurred in ongoing and anticipated litigation. Should unanticipated litigation or extraordinary events requiring specialized legal services arise, the City Attorney will present to the City Council estimated extraordinary legal costs that may require an amendment to the approved budget.
