Administrative Services Department

Introduction to Department The Administrative Services Department plans, directs, and coordinates supportive services Citywide. Services include the functions of General Citywide Administration, Human Resources, Council Services and Records Management, Finance including Budget, and Utility Billing. In addition, some of the other administrative functions are accounted for as Internal Service Funds, which provide services to other departments. These functions include Geographic Information Systems (Fund 730), Information Services (Fund 730), Unemployment Insurance (Fund 760), and Workers’ Compensation (Fund 770). The individual narratives for each of the Administrative Services divisions will highlight the accomplishments, activity goals, and financial comments of the respective function. While the Administrative Services Department coordinates various City administrative activities as outlined above, the department also performs a variety of high-level administrative assignments such as the coordination of potential ballot measures, legislative analysis, contract negotiation, staff report coordination and review, and other assignments as assigned by the City Manager. The cost of the City’s Geographic Information Systems Division was previously accounted for throughout the organization. Effective FY 2018-19, this function is accounted for as an Internal Service Fund in which all costs are accounted for in a single division and then allocated to the user funds. In addition, the Geographic Information Systems Manager’s position is accounted for in the Administrative Services Department. There is no net effect on Citywide FTEs as a result of this accounting change.
