Division Description This Division is headed by the Elected City Clerk, who serves as the Elections Official for the City of Morgan Hill and is also responsible for election procedures, including State of California campaign disclosure filings. The City Clerk is elected by the citizens of Morgan Hill and administers oaths of office to City of Morgan Hill elected and appointed officials and to City employees. FY 2016-17 and 2017-18 Accomplishments • Conducted an election in conjunction with the Santa Clara County Registrar of Voters Office to fill five elected positions • Successfully recruited for and filled City Council vacancy FY 2018-19 and 2019-20 Activity Goals • Conduct an election in conjunction with the Santa Clara County Registrar of Voters Office for three elected positions (Maintaining Fiscal Responsibility, Preserving and Cultivating Public Trust) • Amend the City’s Conflict of Interest Code Reporting Categories and Designated Filers; as warranted and required by the State of California Fair Political Practices Commission (Preserving and Cultivating Public Trust) • Process and track all campaign, candidate and committee filings using the electronic filing system (Preserving and Cultivating Public Trust) • Facilitate the use of a City facility as a polling precinct, if requested by the Santa Clara County Registrar of Voters (Supporting our Youth, Seniors, and Entire Community) • Considering potential ballot measures for cannabis, transient occupancy tax, and for the appointment of City Clerk and City Treasurer (Maintaining Fiscal Responsibility, Preserving and Cultivating Public Trust) Financial Comments General Municipal Elections are held in even-numbered years. For Fiscal Year 2018-19, funding is included for the election of officers. The estimated cost of $241,825 includes the three seats up for election, Mayor and two council members, as well as funding for potential City initiated ballot measures.
