Division Description The Membership and Program Services Division is responsible for managing the City’s recreation facilities’ membership model service delivery system and a wide range of recreation programs, activities, and events. Customers of all ages participate in classes, special events, sports leagues, youth camps, swim lessons, and many other activities. Resources are dedicated to attracting and retaining facility members, daily fee customers, and program participants. For the next FY the Division’s primary focus will be reopening facilities closed due to shelter in place orders relating to Covid-19. With the various unknowns relating to timing of allowed reopening, new requirements for reopening, and resident attitudes towards using public facilities in the shadow of Covid-19, the Division will take a flexible approach to reopening that ensures safety of those visiting the facilities. Since 2001, the City has made a significant investment in constructing recreation facilities. Each facility was designed with the intent that complementary recreational programs and services would be offered to the Morgan Hill community. Today, the primary program areas include youth and teen programs, aquatics, special events, adult programs, senior programs, preschool programs, health and wellness activities, culture and arts, sports leagues, sports camps, and special interest programs. Division team members manage the City’s active recreation services as one integrated system that serves as the hub for community health, wellness, and fitness. For Fiscal Year (FY) 2020-21, Centennial Recreation Center (CRC)/ Dennis Kennedy Aquatics Center (AC) monthly membership totals are projected to average 4,545 units and 4,770 units in FY 2021-22. The membership provides members access to both the CRC and AC facilities for one price that can either be paid in full on an annual basis or incrementally on a monthly basis. Daily admission rates are also available at both facilities. Core membership services include access to the Fitness Center, Kids Club, recreation swim, fitness programs, lap swim, aqua fitness, and gymnasium activities, among others. The “Spirit of Partnership” is the foundation for operations. The City works in partnership with the YMCA of Silicon Valley to provide a wide array of services to facility members and daily customers. The partnership has been in existence since opening the CRC in 2006. The current agreement runs through June 30, 2021 and extending the partnership will be a priority work plan item in FY 2020-21. The work of the Division is primarily overseen by full-time city or partner organization staff, while the vast majority of the actual program implementation is performed by part-time/seasonal employees or by contracted services. Recent increases in minimum wage have increased costs significantly for the Division and to ensure high levels of cost recovery, fees for services have been increased.
