Division Description The City Council has adopted an Environmental Agenda designed to guide programs and policy development in support of a healthier community. In the past several years, the Environmental Team has focused the Environmental Agenda implementation on activities that reduce the City operations’ carbon footprint directly. The Environmental Programs Division is responsible for oversight of the City’s franchise agreement for solid waste management services and waste reduction programs needed to meet the legal requirements of the California Integrated Waste Management Act of 1989 (AB 939). These programs include source reduction, recycling, composting, public education, and household hazardous waste management. Ensuring that solid wastes and household hazardous wastes are properly collected, recycled, and managed is a core service protecting public health. Nearly every household participates in the recycling program and over 10% of all households now participate annually in the household hazardous waste management program. Staff supports the City of Gilroy as well as the City of Morgan Hill in this area. The other major activity of the Division is to support energy efficiency, renewable energy generation, and the City’s participation in Silicon Valley Clean Energy (SVCE) and regional sustainability efforts. • Initiated process of establishing new franchise for solid waste management services. • Presented “Electrification Ordinance” to the City Council requiring nearly all new development to be all-electric and, therefore, carbon free. • Arranged for no-cost installation of electric vehicle charging stations at Police Facility and Recreation Center. • Supported SVCE programs reducing greenhouse gas emissions through participation in advisory committees. • Obtained grant to install energy-saving control equipment at Police Facility and Council Chamber Building. • Coordinated planting of over 500 trees throughout the community. FY 2018-19 and 2019-20 Accomplishments • Establish new solid waste management franchise agreement for Gilroy and Morgan Hill (Fiscal Sustainability; Protecting the Environment) • Orchestrate the initial implementation of the new and significant organic waste management regulations adopted by the State (Protecting the Environment) • Monitor the marketing of collected recyclables and adjust the cities’ recycling programs in order to maximize waste diversion and avoid the disposal of recyclables (Protecting the Environment) FY 2020-21 and 2021-22 Activity Goals
