leverage SB 231 to fund some of the stormwater programs through the City’s current sewer fees will be brought to the Council for consideration in the next Sewer Rate Study. • New State General Permit - It is anticipated that in FY 2020-21 a new set of regulatory requirements will be adopted by the Regional Board. These new regulations could include provisions that require funds beyond current estimates for the Stormwater Pollution Prevention program. • New work elements being added to this budget which may require additional resources for oversight and management include tasks related to Post-Construction Stormwater Treatment Facility Inspections and Reporting, as well as tasks related to the Sanitary Sewer Lateral Ordinance. FY 2018-19 and 2019-20 Accomplishments • Worked with Santa Clara County and City of Gilroy on implementing regulatory requirements. • Submitted Annual Report to the Regional Water Board on stormwater program implementation. • Wrote and began implementation of Regional Wasteload Allocation Attainment Plan (WAAP) and Regional Water Monitoring Plan for fecal indicator bacteria. • Met second milestone report deadline for Trash Amendments compliance and began writing RFP for completion of a Trash Compliance Cost Analysis. • Met requirements of 13267 Letter which tracks pollutant reductions in the City. FY 2020-21 and 2021-22 Activity Goals • Work with Santa Clara County and City of Gilroy on implementing regulatory requirements as required by the State and Regional Board (Protecting the Environment, Enhancing Public Safety, Fiscal Sustainability) • Continue with compliance and reporting to meet the requirements of the 2013 Phase II Permit until issuance of the new permit by the State Water Board.
