Engineering and Utilities

Introduction to Department The Engineering and Utilities Department is responsible for the delivery of the City's Capital Improvement Program (CIP), Infrastructure Planning and Traffic Congestion Management, and the Water and Wastewater Enterprises. The Engineering Division focuses on infrastructure planning, the Capital Improvement Program, operational support, and the transition of City rights-of-way improvements from developers to the City. The Division works closely with the Land Development Division of the Development Services Department on the planning of future public facilities constructed through the private development process. The Engineering Division Team is responsible for the development, update, and implementation of numerous City infrastructure plans, including: Storm Drain Master Plan, Wastewater Master Plan, Water System Master Plan, and the Bikeways, Trails, Parks and Recreation Master Plan. The Team also coordinates several planning documents that are site or function specific. The Team utilizes these planning documents to develop the City’s CIP. The CIP supports the implementation of the City’s General Plan and includes projects that expand or maintain various City functions including the Water System, Wastewater System, Storm Drain System, Roadways and Sidewalks, Public Facilities, and Parks and Recreation. The Department’s Utilities Division is responsible for the operation and the ongoing planning, maintenance, and operations of the City’s Water and Wastewater Systems. The Utilities Division operates and maintains both systems with an experienced team of City staff members and specialized contract services. Ongoing operations are funded via enterprise funds through ratepayers paying to utilize the systems. The City’s Water System supplies water to Morgan Hill residents and users within the City’s Urban Service Area. The system is comprised of wells, pumping stations, reservoirs, and pipelines that extract groundwater and deliver it to customers. The City’s Wastewater System is comprised of sewer pipelines and lift stations that transport wastewater from Morgan Hill to the South County Regional Wastewater Authority (SCRWA) Treatment Plant located in Gilroy. The City of Morgan Hill partners with the City of Gilroy through a Joint Powers Authority to fund the treatment plant operations and improvements.
