• City operations will continue to emphasize safety issues and best business practices to minimize situations that cause insurance claims (Maintaining Fiscal Responsibility) • Revise/update Emergency Action Plan (SOP) (Preserving and Cultivating PublicTrust) Financial Comments The City manages its risk through a shared pool of liability coverage with other similar legal entities through the PLAN JPA. This enhances efficiency as PLAN JPA is very familiar with the types of issues that confront local governments and the appropriate response to these situations. The fiscal policy of the City is to maintain a minimum reserve level for general liability equal to four times the City's self-insured retention amount for general liability claims, of which the minimum reserve level equals $400,000.
