El Toro Mountain

Project Description This project will provide a non-paved public trail (meeting City Trail Study guidelines) on El Toro Mountain. On February 4, 2015, Council approved an "Access Strategy", which details a primary access to El Toro Mountain near the DeWitt/Spring intersection. The funding in this CIP relates to acquisition and development of the primary access in partnership with the Open Space Authority (OSA). The City and OSA have collaboratively purchased property off of West Main Avenue for potential future neighborhood access. Staff will continue to address concerns raised by the public, such as parking, safety, etc. Currently, neither the City nor the OSA has property rights encircling the El Toro summit area which would be required to provide a trail all the way to the top and the current focus is on the access points of the trail. The City and OSA are continuing to partner to develop the trail. Both agencies will assist with the acquisition, design, and construction. Since the City and OSA only work with willing property owners, acquisition and development on the project has been ongoing, but at a very gradual pace. Project Justification This project was identified in the Bikeways, Trails, Parks and Recreation Master Plan and continues to be a priority for the community.
