2. Water SupplyPlanning New water wells and/or water sources are required to meet the City's water supply needs. The water supply planning effort includes evaluating new wells, recycled water feasibility analysis and considers other sources such as treated surface water supplies.

3. Water SystemMaster PlanUpdates This project consists of regular updates to the City's Water System Master Plan to ensure that the water system planning assumptions remain consistent with the growth of the city and potential changes to water utility over time. The planning effort includes capital improvements, operations analysis, regulatory review, and financial analysis. 4. Water Rate Study Following the update of the Master Plan, the City will develop a sustainable water utility financial plan and make recommendations on rate changes necessary to meet ongoing operational and maintenance needs of the City's water infrastructure. Project Justification To continue to effectively plan, develop, and finance the City's water system infrastructure, regular updates to the planning documents are necessary and legally required. This sequential planning allows for consistency with potential changes to development, water system operations, and capital improvement project funding and prioritization. The Urban Water Management Plan is a planning document prepared every five years in accordance with the 1983 Urban Water Management Planning Act and reviewed by the California Department of Water Resources.
