Division Description This Division is headed by the Appointed City Clerk, who serves as the Elections Official for the City of Morgan Hill and is also responsible for election procedures, including State of California campaign disclosure filings. The City Clerk also administers oaths of office to City of Morgan Hill elected and appointed officials and to City employees.

In accordance with Measure J which passed in the November 6, 2018 election, the City Clerk position became a City Manager appointed position effective December 9, 2020.

FY 2020-21 and 2021-22 Accomplishments • Conducted an election in conjunction with the Santa Clara County Registrar of Voters Office for four elected positions and three ballot measures • Processed and tracked all campaign, candidate, and committee filings using the electronic filing system • Facilitated the use of a City facility as a polling precinct, as requested by the Santa Clara County Registrar of Voters • Conducted nomination process virtually FY 2022-23 and 2023-24 Activity Goals • Conduct a Regular Municipal Election on November 8, 2022, for three elected positions (Mayor, and Two City Council seats) and two ballot measures in conjunction with the Santa Clara County Registrar of Voters Office (Maintaining Fiscal Responsibility) • Amend the City’s Conflict of Interest Code Reporting Categories and Designated Filers; as warranted and required by the State of California Fair Political Practices Commission (Preserving and Cultivating Public Trust) • Process and track all campaign, candidate and committee filings using the electronic filing system (Preserving and Cultivating Public Trust) • Facilitate the use of a City facility as a polling precinct, if requested by the Santa Clara County Registrar of Voters (Supporting our Youth, Seniors, and Entire Community) Financial Comments General Municipal Elections are held in even-numbered years. For FY 2022-23, funding is included for the election of officers. The estimated cost of $321,085 includes the three seats up for election as well as funding for two ballot measures. Minimal funding is included for election expenses for FY 2023-24.
