with State environmental mandates. The large priorities for the Division in the coming years will continue to be management of State mandates relating to stormwater pollution prevention and waste diversion. The Division will be implementing the City’s newly approved Climate Action Plan based on the available resources authorized by the Council. Engineering Division The Engineering Division supports infrastructure planning, oversees the Capital Improvement Program, and includes the Land Development Engineering function. The Division works closely with the Development Services Department on the planning and permitting of future public facilities constructed through the private development process. The Division is responsible for the development, update, and implementation of numerous City infrastructure plans, including the Storm Drain Master Plan; Wastewater Master Plan; Water System Master Plan; and the Bikeways, Trails, Parks and Recreation Master Plan. The Division also coordinates several planning documents that are site or function specific. The Capital Improvement Program supports the implementation of the City’s General Plan and includes projects that expand or maintain various City functions including the Water System, Wastewater System, Storm Drain System, Roadways and Sidewalks, Public Facilities, and Parks and Recreation. Utilities Division The Utilities Division is responsible for the operation and the ongoing planning, maintenance, and operations of the City’s Water and Wastewater Systems. The Utilities Division operates and maintains both systems with an experienced team of City staff members and specialized contract services. Ongoing operations are funded via enterprise funds through ratepayers paying to utilize the systems. The City’s Water System supplies water to Morgan Hill residents and users within the City’s Urban Service Area. The system is comprised of wells, pumping stations, reservoirs, and pipelines that extract groundwater and deliver it to customers. The City’s Wastewater System is comprised of sewer pipelines and lift stations that transport wastewater from Morgan Hill to the South County Regional Wastewater Authority (SCRWA) Treatment Plant located in Gilroy. The City of Morgan Hill partners with the City of Gilroy through a Joint Powers Authority to fund the treatment plant operations and improvements. Recreation and Community Services Division (RCSD) The Recreation and Community Services team has responsibility for oversight of the use and management of the City’s recreation facilities and programs as well as a variety of community services. Recreation facilities include the Centennial Recreation Center, Dennis Kennedy Aquatics Center, Community and Cultural Center, and a number of other facilities.

Over the past 14 years, the Recreation and Community Services team has achieved significant success by managing the Division with flexibility, creativity, and a focus on cost recovery. As a
