Recommended FY 2022-2024 Operating Budget and CIP

Water Conservation (continued)

FY 2022-23 and 2023-24 Activity Goals • Establish a plan for compliance with the new Water Use Efficiency Standards when they are issued by the Water Board, anticipated by June 2022 (Fiscal Sustainability; Protecting the Environment) • Continue expanding community water conservation (Protecting the Environment) • Update, rejuvenate, and promote water conservation demonstration gardens (Protecting the Environment) • Monitor water supplies and respond to potential additional calls for conservation if drought conditions continue (Protecting the Environment; Advancing Regional Initiatives) • Introduce water efficiency ordinance to City Council (Protecting the Environment) • Coordinate with Development Services on the review of a potential Water Offset Program for new development (Protecting the Environment) • Coordinate regional planning efforts related to bringing recycled water to Morgan Hill (Advancing Regional Initiatives; Protecting the Environment) Financial Comments The source of funding for this activity is the Water Operations Fund which is supported by water service charges paid by Morgan Hill residents and businesses. However, with the State’s limited water supplies and ongoing water delivery challenges, water conservation will remain an essential community program. The City’s Environmental Agenda recognizes the need for these activities in its Water Supply Subject Goal of “Maximize the efficient use of water and the development of alternative water supplies.” A new Environmental Services Coordinator position to support water conservation to help the City comply with the upcoming Water Use Efficiency Standards, is included in the recommended budget.
