Police Administration 010.3205 affairs matters; department-wide training; police department issued permits and licenses management; and other administrative needs to the Department. FY 2020-21 and 2021-22 Accomplishments  Police, in partnership with other City Teammates, evacuated approximately 500 residences during the historic SCU Lightning Fire that covered five counties and burned a total of 396,624 acres in 2020  Monitored and ensured the Community’s safety during 24 civil unrest events in 2020  Creation of 21 st Century Policing Guide  Secured a State Homeland Security Grant Program (SHSGP) to purchase a Long-Range Acoustical Device (LRAD) to assist with early warning and evacuation events  Deployment of 25 Flock Safety automated license plate reader cameras at 16 locations within the City in August 2021. Since the program launch in August 2021, officers have recovered 121 stolen vehicles and have made over 119 arrests.  Implemented the inaugural Police Cadet Ambassador Program. In summer 2021, our Police Cadet Ambassadors provided a presence Downtown on weekend evenings to interact with patrons and answer their questions as well as deter crime and report suspicious activity  Completed an Emergency Operations Center Management Conference Room technology enhancement project funded via Emergency Management Performance Grant (EMPG)  Hardware was installed and preparing to deploy the Next Generation 911 platform, a statewide effort that will move the delivery of 911 into the digital age, moving away from phone lines to Internet Protocol delivery  The Crime Prevention Unit was established to create open and honest dialogue with neighborhoods to improve safety by engaging residents to participate in crime prevention efforts. The Crime Prevention Unit holds community meetings and provides presentations on a variety of crime topics.  Implementation of the Youth Diversion Program. This program is designed to provide eligible youth offenders with an alternative to entering the justice system while still holding them accountable. The department’s Youth Diversion Specialist works with the South County Deputy District Attorney to identify youth to refer to the program.  Department of Justice awarded the Morgan Hill Police Department a Community Tobacco Officer (CTO) position in the amount of $431,728 over two years. The CTO conducts enforcement and education activity at the retail stores, schools, and community based organizations.  The Department transitioned from FBI Uniform Crime Reporting (UCR) to National Incident Based Reporting System/ California Incident Based Reporting System (CIBRS/NIBRS) in January 2021. One of the highlights of CIBRS is that all crimes are reported to the FBI. UCR
