Long Range Planning (continued) The Long Range Planning team consists of one (1) dedicated Principal Planner, which is supported by the Leadership and the Planning team, as well as consultants. The Long Range Planning team also supports the Current Planning program ensuring projects are consistent with the General Plan.

FY 2020-21 and 2021-22 Accomplishments  Assisted in mapping and review of City boundaries for CENSUS 2020

 Received ABAG approval for an expansion of the Downtown Priority Development Area to include an extension along Monterey Road to the north and south and the creation of a Priority Production Area to protect the City’s industrial areas from housing conversion pressure  Participated in RHNA Methodology process and closely tracked process that will determine the City’s sixth cycle RHNA  Held Workshop with the City Council regarding the City’s implementation of SB 743 and the transition from LOS to VMT metric for transportation analysis under the California Environmental Quality Act (CEQA) for development projects. Developed RFP based on City Council feedback and hired consultant to pursue a Morgan Hill centric VMT standard  In coordination with the Housing team, conducted four City Council workshops on issues related to housing - 2021 Housing Conversation  Also with the Housing team, conducted dozens of meetings, workshops and townhalls with interested parties, non-profits, stakeholders, and the general public to inform the Housing Element Update  Secured Local Early Action Planning (LEAP) grant for $150,000 and Regional Early Action Planning (REAP) grant for approximately $27,000 to assist in funding the preparation and adoption of the Housing Element Update of the General Plan to facilitate compliance with the sixth cycle RHNA  Participated in RHNA Methodology process and closely tracked process that determined the City’s sixth cycle RHNA  Brought the second draft of a Formed Based Code for Monterey Road to Planning Commission for review  Updated the City's Industrial Zoning Code prohibiting fulfillment centers, defining Large Scale Projects, and moving review and approval authority from City staff to Planning Commission  Developed Ordinance regulating building type and changing definitions for Dock-High-Door, Dock-High-Door to Square Foot Ratio, Ceiling Height, and Light Manufacturing uses  Completed and filed General Plan Annual Reports
