FY 2022-23 and 2023-24 Activity Goals Complete adoption and certification of the Housing Element for the sixth cycle planning period from 2023-2031 (Affordable Housing and Homelessness) Revise and update Circulation Element of General Plan (Fiscal Sustainability; Economic Development; Protecting the Environment and Preserving Open Space and Agricultural Land; Affordable Housing and Homelessness) Revise the Safety, Services, and Infrastructure Element to address climate adaptation and resiliency strategies pursuant to SB379 (Advancing Regional Initiatives; Protecting the Environment and Preserving Open Space and Agricultural Land) Incorporate Environmental Justice goals, policies and actions in conjunction with other General Plan Element updates or prepare separate Environmental Justice Element pursuant to SB1000 (Protecting the Environment and Preserving Open Space and Agricultural Land) Complete the Form-Based Code for the Monterey Road Corridor as the backbone document for a future Specific Plan with funding from SB2 (Fiscal Sustainability; Economic Development; Affordable Housing and Homelessness) Monitor and update as necessary the Zoning Ordinance (Preserving and Cultivating Public Trust) Complete LOS to VMT implementation modeling and policy guide for environmental assessment conversion per State CEQA mandate (Advancing Regional Initiatives) Evaluate Urban Service Area Expansion/Annexation opportunities and assist applicants with LAFCO applications (Advancing Regional Initiatives) Update the City design standards (Preserving and Cultivating Public Trust) Prepare an Addendum to the Downtown Specific Plan in coordination with a future Monterey Road Specific Plan as required under the expanded Priority Development Area. (Preserving and Cultivating Public Trust) Financial Comments Long range planning activities are primarily funded by the Long Range Planning fee charged on all development applications. The Long Range Planning fee was adopted by the City Council on March 21, 2012 and imposes a fee on most Planning and Building permit activities and some Engineering permit activities of 15% of the permit fee to fund the City's Long Range Planning Program. The Program is, to a lesser degree, also funded by transfers from a combination of other City funds, including the General Fund, Housing Mitigation, Park Maintenance, Drainage Impact, Agriculture Preservation and Open Space, Traffic Impact, Wastewater Impact, and Water Impact funds as well as funds received from grants. These fees are proposed to continue to support vital long range planning requirements over the next two fiscal years and likely beyond.
