Affordable Housing and Homelessness)  Implementation of the Housing Element to respond to new production, Fair Housing, and social justice mandates: prepare the closing report of the 5th Housing Element (2014 -2022), create the 6th Housing Element (2023-2031), and then implementation of the 6th Housing Element’s goals, policies, and actions (Affordable Housing and Homelessness)  Seek out partnerships to create new affordable housing opportunities directly aligned with the City’s “fair share” Regional Housing Needs Allocation (RHNA) (Affordable Housing and Homelessness)  Seek out partnerships to create lower income homeownership opportunities (Enhancing Diversity and Inclusiveness; Affordable Housing and Homelessness)  Work with the non-profit owners of affordable communities to rehabilitate and extend the life of vital housing supplies such as Depot Common, the Willows, Skeels Hotel, and Villa Ciolino (Affordable Housing and Homelessness)  Conduct outreach and education on Affordable Housing, raise awareness and increase educational opportunities, and increase marketing and communication (Advancing Regional Initiatives; Enhancing Diversity and Inclusiveness; Affordable Housing and Homelessness)  In partnership with Building, Planning, and Engineering develop a streamlined educational handout to simplify and demystify the Accessory Dwelling Unit development process (Advancing Regional Initiatives; Enhancing Diversity and Inclusiveness)  Advocate for legislative changes that change the definition of a transit-rich community to be more indicative of the actual service provided at the station, and advocate for a RHNA performance system that prorates the RHNA performance evaluation incrementally based on what “point in time” a jurisdiction is in the cycle (Advancing Regional Initiatives) Financial Comments The revenue needed to fund the City’s housing programs is primarily aligned with the health of the Housing In-lieu Fee Fund (Fund 236) and secondarily the Successor Agency Housing Fund (Fund 255). The Successor Agency Housing Fund will receive program income from the Agency’s legacy projects and assets. In addition, if the robust housing market generates substantial housing in-lieu fees, the City may be able to partially fund one to two new affordable housing developments or projects over the next 5 years. Housing will continue to pursue additional funding opportunities and advocate for a new permanent source of funding for affordable housing at the state level to advance the City's commitment to help build housing for all income levels.
