Project Description The recoating project is part of our routine capital infrastructure maintenance for reservoirs. By regularly recoating the storage tanks, the City maintains the structural integrity and extends the useful life of the reservoirs. Recoating prevents accelerated degradation of the reservoir and the premature failure of the reservoir and its components. In addition to recoating, other improvements to ensure the reservoirs can continue to be operated safely are also included. For this budget cycle, Encino, El Toro, Edmundson, Boys Ranch # 3 and #2 reservoirs are scheduled for work. Those facilities are referred to in the 2021 Water System Master Plan as RC-1, RC-3, RC-4, RC-5, and RC-6 respectively. Those projects will be built in phases. Project Justification Re-coating and rehabilitating drinking water tanks are essential for maintaining water quality, safety, and infrastructure longevity. Some reasons why this type of work is critical: 1. Corrosion Prevention : Over time, water tanks can develop corrosion. Re-coating helps prevent further deterioration and ensures the tank’s structural integrity. 2. Water Quality : The interior coating of water tanks prevents direct contact between the stored water and the tank material. Proper coatings reduce the risk of contaminants leaching into the water, ensuring safe and clean drinking water for consumers. 3. Health and Safety : Regular re-coating helps maintain hygienic conditions inside the tank. Rehabilitating the tank ensures compliance with health and safety standards. 4. Leak Prevention : Coatings act as a barrier against leaks. Damaged or deteriorated coatings can lead to water leakage, which wastes water and may compromise a tank’s stability and surrounding soil. 5. UV Protection : Exterior coatings protect tanks from UV radiation, preventing premature aging and degradation. UV - resistant coatings maintain the tank’s appearance and extend its lifespan. 6. Cost-Effective : Regular maintenance and re-coating are more cost-effective than replacing an entire tank. Proper rehabilitation extends the tank’s life, reducing long - term expenses.
