Project Description The City of Morgan Hill has approximately three miles of dirt paths in the Jackson Oaks area that serve as access to City sewer lines in that area. Currently, the Utility Division teammates utilize the roadways to service and maintain the sewer lines in the area using an off-road vehicle. This project will consist of improving those dirt roads into gravel roads, which will have a significant number of benefits. Making access to these sewer lines much easier and safer for City staff will considerably reduce risk to the City. The risk will be reduced by allowing utility staff to respond to sewer overflows quickly and effectively in the area. Furthermore, the improved roadways will reduce the risk for City teammates accessing the areas. Another benefit of the project to the area is that the gravel access roads will also create improved fire breaks in an area of heightened fire concern. Additionally, there are multiple dirt access roads to water sites that are also in need of improvements. Engineering services needed for the access roadway improvements include topographic, geotechnical, boundary survey, design, stormwater management plan, bidding support, construction cost estimate, and construction administration. This project will be constructed in phases over several years. Project Justification This project will allow staff easy access to clean and maintain sewer mains more effectively, flush debris to minimize blockages which will prevent sanitary sewer spills and expenditures. Sewer spills are considered pollutants and health hazards; responding to them quickly is a requirement.
