Division Description The Dispatch Communications Unit within the Support Services Division receives all 911 emergency calls. This includes wireless 911 originating within Morgan Hill as well as non- emergency calls for police services. Emergency calls requiring fire and/or paramedic responses are passed through the Morgan Hill Center to Cal-Fire for apparatus dispatch and to County Communications for emergency medical pre-arrival instructions/ambulance dispatch. Situations originating in Morgan Hill which require multiple agency response are coordinated through our dispatch center. Communications personnel process and dispatch calls, received after normal business hours, for the City’s public works activities. They also process animal related calls for service within the City and dispatch appropriate personnel. The 911 dispatchers assigned to this division provide a wide variety of support to the officers. They monitor the holding facility, conduct investigations via multiple automated systems, compile photo line-ups and research historical data during patrol responses. FY 2018-19 and 2019-20 Accomplishments Recruited and hired two Public Safety Dispatchers to fill vacancies (Council Ongoing Priorities: Enhancing Public Safety) Completed training as mandated by the California Commission on Peace Officer Training Standards (POST); continued professional training for all dispatchers (Council Ongoing Priorities: Enhancing Public Safety) Implemented web-based text to 911 enabling cell phone users to reach Dispatch to report an emergency (Council Ongoing Priority: Enhancing Public Safety and Preserving and Cultivating Public Trust. 2019 Council Strategic Priorities: Community Engagement and Messaging) Successfully completed migration to P25 radio system as a participating agency in Silicon Valley Regional Interoperability Authority Project (SVRIA) (Council Ongoing Priorities: Enhancing Public Safety; Advancing Regional Initiatives) Established a partnership with Morgan Hill Unified School District for access to security camera systems for emergency and investigative purposes; Access to portal through Publicam will be provided during FY20-21 (Council Ongoing Priorities: Enhancing Public Safety; Supporting our Youth, Seniors, and Entire Community) Provided suicide prevention training to all Public Safety Dispatchers (Council Ongoing Priorities: Enhancing Public Safety, Preserving and Cultivating Public Trust, Supporting our Youth, Seniors, and Entire Community) Installed hardware provided by State Office of Emergency Services (OES)/911 for NextGen 911 implementation (Council Ongoing Priorities: Enhancing Public Safety) Dispatched 90% of priority one calls within 90 seconds of call receipt/creation (Council Ongoing Priorities: Enhancing Public Safety)
