Division Description The Administration Division of the Police Department provides leadership and general direction for law enforcement efforts of City government. The Chief of Police, who reports directly to the City Manager, oversees all Department functions and guides Department managers, supervisors and all personnel in a collaborative effort to achieve the Department Mission.
Administration provides planning and coordination; budget management; coordination of internal affairs matters; department-wide training; special events planning and management; and other ad- ministrative needs to the Department.
FY 2018-19 and 2019-20 Accomplishments
• Increased the profile of the City and Police Department; Police Chief served as the President of the California Police Chiefs Association (Council Ongoing Priorities: Fostering a Positive Or- ganizational Culture; Council 2019 Strategic Priorities: Regional Initiatives) • Finalized and began implementation of the Police Department of Choice concept (Council On- going Priorities: Enhancing Public Safety, Fostering a Positive Organizational Culture, Preserv- ing and Cultivating Public Trust; Council 2019 Strategic Priorities: Community Engagement and Messaging) • Identified and implemented a dynamic analytics dashboard, CrimeView, for the tracking of crime trends and locations, response times and other key data points to enhance service deliv- ery (Council Ongoing Priorities: Preserving and Cultivating Public Trust and Enhancing Public Safety) • Provided suicide prevention training to all Officers and Public Safety Dispatchers (Council On- going Priorities: Enhancing Public Safety, Preserving and Cultivating Public Trust, Supporting our Youth, Seniors, and Entire Community) • Enhanced community engagement by implementing Coffee with a Cop (Council 2019 Strategic Priorities: Community Engagement and Messaging) • Affirmed succession planning and organizational diversity efforts by filling 7 of 15 positions through internal candidates and increased representation in one under-represented area by 100%: (Ongoing Council Priorities: Enhancing Public Safety) • Partnered with City, County and faith-based organizations to apply best practices for Homeless population (Ongoing Council Priorities: Enhancing Public Safety/Supporting Our Youth, Sen- iors and Entire Community) • Received a grant award from the County Office of Emergency Services-Homeland Security Grant for the design and purchase of a Mobile Command Vehicle to serve as a regional asset.
