Division Description The Field Operations Division is guided by the Department’s Public Safety Strategic Plan created in partnership with the Community, City Council and City Staff. The Strategic Plan consists of three outcomes: Reduce Incidents of Crime and Traffic Collisions; Increase Trust and Confidence in Police Department; and Enhance the Culture. Our outcomes are accomplished through partnerships with our Community, data-driven deployment, and proactive police work. The Field Operations Division consists of one Captain, four Patrol Sergeants, four Patrol Corporals, one Traffic Corporal, two Traffic officers, one K-9 Officer, and six Reserve Officers and twenty-five Patrol Officers. The civilian component of the Division consists of three Multi- Service Officers (MSO) and an Animal Services Officer. MSO’s are responsible for taking police reports, providing vehicle abatement, jail management and other duties as assigned. The Animal Services Officer is responsible for the enforcement of animal control provisions mandated by state law and local ordinance, and for administering animal licensing for the City of Morgan Hill. In addition to patrol duties, Police Officers have collateral duties such as field training officer (FTO), bicycle officer, motorcycle officers, special weapons and tactics team (SWAT), hostage negotiations (HNT), peer support, K-9, crime scene investigator (CSI), volunteer in policing staff (VIP), citizen police academy instructor, and special event assignments. FY 2016-17 and 2017-18 Accomplishments • Achieved a 74% Clearance Rate for Part 1 Violent Crimes (Pacific Region is 47.5%) • and a 16% Clearance Rate for Part 1 Property Crimes (Pacific Region is 13.6%) • Reinstated the Animal Services Officer and implemented Abandon/Stray Cat and Neuter Program with County Animal Services • Hosted Coffee with a Cop at various venues including St. Catherine’s Church for Spanish speaking community • Spanish speaking teammates participated in goal setting workshops with clients at Loving and Learning Center • Successfully performed illegal fireworks abatement • Updated Outcome Based Strategic Plan for Public Safety • Traffic Division continued to provide collision data quarterly to assist in deployment of staff and collision prevention • Increased capacity to monitor public camera systems installed throughout City • Targeted hotspot crime areas using Predpol’s analytical data • Continued weekly patrol officer deployment at schools to meet with students and staff The Reserve Officer Program in this Division consists of paid part-time employees who are trained to augment regular patrol activities as a second officer in a vehicle.
