Project Description This project addresses storm water conveyance infrastructure that drains into the Upper Llagas Creek Flood Protection Project (ULCFPP) and the West Little Llagas Creek watershed. The ULCFPP is a $120M Valley Water project to build channels, underground con duits, tunnels, and bridges to capture the flood waters from a 100 - year storm event in Morgan Hill and eliminates the recurring flooding in the Downtown and other parts of the City lying in the West Little Llagas Creek watershed. Construction of the southerly Morgan Hill section (Reaches 7 and 7A) was recently completed. The northerly segment (Reach 8), including the Downtown, has been segmented into two phases, the first of which is currently under construction, which is expected to be completed by June 2024. The final phase of the project is anticipated to be bid and funded in the Summer of 2024. Design is complete on the project . City staff and consultants are coordinating with Valley Water to construct and integrate City- owned infrastructure in a manner that provides flood protection and appropr iate City infrastructure when the ULCFPP is completed. This includes support to City roadways, that require adjacent improvements. Valley Water will construct improvements for the City through a cost share agreement. Project Justification The ULCFPP is critical to alleviating the persistent flooding in Morgan Hill. In addition, the project will allow for a re-mapping of the FEMA flood plain in the City with the likely result that many properties will be removed from the 100-year floodplain and the mandatory flood insurance that goes with lying in the floodplain. The ULCFPP continues to be on the list of Council goals and priorities.
